A very desirable resident owned community (ROC) since May 27, 2021! In December 2020, after the owner’s Intent to Sell letter was received, residents came together to form a Steering Committee and take advantage of the 10 day period to notify the owner they would explore a park purchase. They informed the owner of the resident’s desire to purchase the park. This brought the seller’s plans to a halt while the resident committee investigated options for a ROC (Resident Owned Community) with a focus on affordable housing. We partnered with CASA of Oregon, a non profit that assists MHP’s in protecting their community and securing funding to ensure low income residents do not lose their homes. CASA advocated for the park residents, fronted the money necessary for a purchase, negotiated with the seller and secured low interest loans and grants. They have been with us every step of the way. The park purchase was complete on May 27, 2021. We now are in the process of moving from a bridge loan to permanent financing, estimated to take place between Summer 2022 – Spring 2023. This impacts Harbor Village’s 201 residents (53 mobile homes, 149 RV residents of which 20 spaces are short term vacation spaces). Commonwealth Property Management is in place and manages the daily operations in the office and maintenance staff. The HVC Board of Directors consists of 7 members.
